You know what’s special about the Jun 2024 HDB Build-To-Order (BTO) launch? Firstly, from this launch onwards, young couples may only need to pay an initial downpayment of 2.5% of the flat price when they defer their income assessment.

Secondly, it’s going to be the last BTO launch ever that’s under the mature vs non-mature housing estate model. That old classification system is going to be defunct in BTO launches after Jun 2024. As announced during last year’s National Day Rally, BTO flats will adopt a Standard-Plus-Prime model from H2 2024. So if you for some reason want to avoid the new model, this is your last chance to buy a BTO flat.

The good news is that you’re in the right place to get acquainted with what the Jun 2024 BTO sales launch has to offer, as we review their locations, expected application rates, prices, and more.

Before we get any further, do you have a valid (i.e. not expired) HDB Flat Eligibility (HFE) letter? You need one to apply for a BTO flat. If you don’t have one, go apply for your HFE letter first (you’ll need to use Singpass to log in) but note that it won’t be ready for you to apply for the Jun 2024 launch. Apply by 15 Sep 2024 for the Oct 2024 BTO launch.

1. What’s on offer at the Jun 2024 HDB BTO launch?

For the second BTO launch of 2024, we’re looking at projects in 6 locations: Jurong East, Kallang/Whampoa, Queenstown, Tampines, Woodlands, and Yishun. Of these, Jurong East, Woodlands, and Yishun are considered non-mature estates.

All in all, the Jun 2024 round of BTO flats is going to see some 6,800 units offered, with 2-room Flexi and 4-room flats being the most common. There’ll also be a small number of 3Gen flats in Woodlands.

In this article, we’re going to review the Jun 2024 BTO projects in terms of:

  • Who it’s best for: Families with school-going kids, seniors, nature-lovers, and more.
  • Location: Generally, we assume the more central the better. Most Singaporeans don’t like to live somewhere too ulu, and all of us need to go to town for catch-ups, work and more. We’ll also let you know if the towns are under the Prime Location Public Housing (PLH) model, because those come with a 10-year minimum occupancy period (MOP) and stricter rental conditions.
  • Amenities: We look at the nearest MRT station(s), nearby schools, shopping malls, markets and other amenities. 
  • Date of completion: The sooner it’s done, the better.
  • Price: The lower the better.
  • Resale value: The higher the better. We reference the latest HDB resale statistics from Q1 2024; you can also check resale flat prices for individual units sold within the past 2 years using HDB’s Resale Flat Prices service.
  • Application rate: The lower the better—there’s no point in a great flat that you can’t even get because it’s so oversubscribed. The application rate is calculated by taking the number of applicants divided by the number of flats available. Simply, it reflects the number of applicants vying for 1 unit. If the application rate is 3, there are 3 applicants vying for 1 unit.

Estimated application rates are based on those for Jurong East Breeze (Aug 2022). As this BTO was 2 years ago, these rates are not very representative of current estimated figures. We’re including them here to provide a very rough estimate, but take them with a heavy pinch of salt! 

It’s been almost 2 years since we last had a BTO project in Jurong East. This Teban Breeze Jun 2024 BTO project in Jurong East is located right next to Pandan Reservoir MRT Station, so it gets an A for convenience if you need to take public transport. Pandan Reservoir MRT Station is an upcoming station due in 2028 along the Jurong Region Line. It’s 2 stops from Jurong East MRT Station, which connects you to the East-West Line (a.k.a. the green line) and North-South Line (a.k.a. the red line). Of course, Jurong East MRT Station is also home to the Jurong East mall trifecta (Jem, Westgate, and IMM). If you (touch wood) need to visit a hospital, Ng Teng Fong General Hospital sits in between Westgate and IMM.

On the other hand, if you’re driving, parking in Teban Breeze will also be a breeze with the Multi-Storey Car Park (MSCP) that’s coming with it.

The Teban Breeze Jun 2024 BTO project is great for nature-lovers, putting you in a pretty good place to visit the serene Jurong Lake Gardens (currently under redevelopment). Even closer to home is West Coast Park Connector (3.1 km) and Pandan Gardens Park Connector (0.4 km). Both of these have quite level terrain, making them ideal for joggers, cyclists and even skaters.

What the Jurong East BTO project this Jun 2024 doesn’t have a lot of is schools. While Commonwealth Secondary is a short 10 minute walk away, the next nearest school is half an hour away by bus—it’s even further than Jem and Westgate. Now by no means is that far in the grand scheme of things, but my point is that the other schools are far away enough to afford you more peace and quiet if you want to avoid noisy crowds of schoolchildren (bane of my existence sometimes). I do have one caveat though: HDB has currently planned for a preschool to be built at the project site, perhaps on the first floor of one of the blocks.

Overall, I can see many groups of people happy living at this BTO project, from singles and DINK couples to families and seniors. New parents will benefit from the planned preschool facility, but those who prioritise proximity to primary schools and up may find the area a bit lacking. That said, schools and facilities can change a lot from now till the BTO is completed. You may want to consider more permanent details like MRT stations and proximity to town instead.

The Tanjong Rhu Riverfront I and II BTO projects in Kallang/Whampoa are in a central location close to the city/town area—you can get to City Hall in as fast as 10-15 minutes if you drive. However, the catch is that they are under the Prime Location Public Housing (PLH) model, which means your minimum occupancy period (MOP) is 10 years instead of 5 years. This refers to the number of years you have to live in it before you can sell the flat. You’ll also be subject to a subsidy clawback of 9% of the resale price or valuation, whichever is higher, when you sell your flat.

While we’ve seen a number of BTO projects parked in the general Kallang/Whampoa area in the past year, this will be the first time we’re seeing flats in the Tanjong Rhu area in 60 years. Things might get competitive if there’s a lot of pent-up demand.

Plus, this BTO project is flanked by the Geylang River, which joins Marina Reservoir. Some units will enjoy beautiful waterfront views, especially with blocks ranging from 8 to 29 storeys high. You’ll also be close to the Singapore Indoor Stadium (how easy will it be to get there for concerts?), the Singapore Sports Hub, and the ActiveSG Kallang Sports Centre.

Technically, there are 2 projects in the Kallang/Whampoa area this Jun 2024 BTO launch—Tanjong Rhu Riverfront I and II. But they’re practically next to each other, separated only by a proposed park, so you’ll enjoy basically the same scenery and nearby facilities. Both will also be served by a 6-storey and 7-storey Multi-Storey Car Park (MSCP) respectively.

However, the facilities integrated with the 2 sites will differ—the site closer to Tanjong Rhu MRT Station, Tanjong Rhu Riverfront II, will come stacked with an eating house, restaurants, shops, a supermarket, preschool and more, while the other site is only slated to have a preschool. Personally, I don’t think this is going to make a big difference since both sites are so close to each other and the facilities are a short walk away.

Tanjong Rhu Riverfront I and II sit in the middle of 4 MRT stations: Stadium MRT, Mountbatten MRT, Tanjong Rhu MRT, and Katong Park MRT. The former 2 are on the Circle Line and are located across Geylang River, which makes them more difficult to get to. Meanwhile, the latter 2 are about a 10-minute walk away and are on the Thomson-East Coast Line (a.k.a the brown line). Both Tanjong Rhu MRT station and Katong Park MRT station are expected to open on 23 Jun 2024 when the Thomson-East Coast Line gets extended by 7 new stations.

This area in general is quieter than you might think. There aren’t any really big malls nearby, and only one school in the immediate vicinity—Dunman High. Choose this BTO project if you value peaceful green spaces but also want to live somewhere close to town.

Here’s another area we haven’t seen new flats built in in a while—at least a decade. The Queenstown BTO project this Jun 2024 is a 40-storey behemoth called Holland Vista. Nestled in Holland Village, it grants you access to the multitude of food options available in the area. You’re also just 20 minutes away from town by car. As you might be able to guess, this project’s central location places it under the PLH model, just like the Kallang/Whampoa project.

The Queenstown BTO project has one of the most number of schools in its vicinity compared to other projects in this Jun 2024 round of BTO. You’re covered from primary school (Fairfield Methodist Primary) all the way to university (NUS), so parents who are prioritising this for their kids will find this Holland Village site a good fit. There’s also going to be a preschool built on-site—perfect for new parents who are planning to have a kid soon.

At the same time, young couples who like dining out and shopping in town are going to love the multitude of food options and connectivity to the city centre. With the active ageing facilities planned to be built with the BTO project, seniors would also find this site suitable.

The only real downsides to this project are that the MOP is 10 years under the PLH model, and you have to return HDB a subsidy clawback of 9% of the resale price or valuation, whichever is higher, when you sell your flat. That said, for its convenience and beautiful view, this Queenstown BTO is an excellent choice for many people.

Easties, rejoice. It’s been almost 2 years since we last saw a BTO project in Tampines, and fans of the bustling Tampines area are finally getting another BTO project this Jun 2024—Tampines GreenTopaz. This project will comprise 4 residential blocks ranging from 12 to 13 storeys,

As most of us know, Tampines is not a quiet area. It’s very happening, with its many malls (e.g. Tampines Hub, Century Square) and the myriad amenities Our Tampines Hub provides. While the BTO site isn’t situated right next to Tampines Central, it’s just 20 minutes away by bus or on foot, and 5 – 10 minutes away if you drive.

On top of that, if proximity to schools is a priority to you, the Tampines GreenTopaz BTO project is an excellent choice in this Jun 2024 BTO sales launch. There are plenty of primary and secondary schools in the area, with Temasek Polytechnic just a 10-minute bus ride away. 

Now that isn’t to say you can’t get away from it all. Tampines GreenTopaz is located near Bedok Reservoir, which you can access via Tampines Park Connector. So if you love your green spaces but also want retail convenience, Tampines is a great choice this Jun 2024 BTO sales launch.

In terms of connectivity, the site for Tampines GreenTopaz is just across the road from Tampines West MRT Station. This station is on the Downtown Line and is just one stop from Tampines MRT Station, which connects you to the East-West Line. You’re pretty close to town if you drive—it’ll probably take you just over 20 minutes. However, there are still quite a number of stops if you take the MRT, so you’re looking at a journey time of 50 minutes to the city centre by public transport.

On the whole, the Tampines GreenTopaz Tampines BTO project this Jun 2024 sales exercise is one of the best for convenience to shopping and retail facilities because of its proximity to that whole Tampines Central stretch of malls and amenities. What I like about this BTO project is that it isn’t too close to all that hustle and bustle, giving introverts a chance to get a reprieve at home.

This Jun 2024 BTO sales launch, the Marsiling Peak I & II BTO projects in Woodlands comprise 6 towering residential blocks each ranging from 28 to 35 storeys in height. The only BTO project with higher views this BTO launch is the 40-storey Holland Vista.

Marsiling Peak I & II offer the most number of types of flats this Jun 2024. We’re seeing some 1,590 units spread across 2-room Flexi, 3-room, 4-room, 5-room, and even 3Gen flats—these flats are bigger (about 115 sqm or 1,237 sq ft) and are for multi-generational families. If you’re aiming for a 3Gen flat with your family, Woodlands is your only option this round of BTO selection. You’ll need luck on your side though, because there are only 31 such units that’ll be launched this Jun 2024.

Speaking of families, this BTO site in Woodlands is a pretty good choice for those planning to have kids. You can expect a preschool to be integrated with the flats, probably on the ground floor. There are also a good number of schools in the area, the closest being Woodlands Secondary School. 

Are you a chronic JB shopper? If you can’t live without cheap and good Malaysian food and need your weekly dose of retail therapy in JB, you won’t get much closer to the Woodlands Checkpoint than this BTO site. The next time your friends tell you to meet at 7am at the Checkpoint, you can roll out of bed at 6.30am. Woodlands Checkpoint is 15 minutes away by bus or 20-25 minutes on foot.

On the other hand, Marsiling Peak I & II are also pretty much as ulu as it gets. You’re pretty much at the edge of the island. Walk over to Woodlands Waterfront Park (15-minute walk) and you’ll see JB across the Straits of Johor! This BTO site is not for you if connectivity and easy access to the CBD is a priority—you’re at least 10 minutes away by bus from any MRT station, and it’ll take you 30+ minutes to drive to the city centre by car or just over 1 hour by public transport.

On the plus side, HDB has plans to build an eating house, supermarket, shops and more with these flats. Causeway Point is also a 10-15 minute bus ride away, and it’s got plenty of retail and dining options. You can also head over to Woodlands Civic Centre for Woodlands Regional Library and more F&B establishments.

In short, the Marsiling Peak I & II Woodlands BTO project this Jun 2024 BTO is close to JB, but far from pretty much anywhere else in Singapore. It’s not a bad choice for families with the various schools nearby, but young couples or working adults who value proximity to the CBD for hanging out or for work aren’t going to like this BTO site.

The last BTO project to be offered this Jun 2024 sales exercise is in the non-mature town of Yishun. Chencharu Hills will comprise 10 residential blocks ranging from 14 to 15 storeys, with a mix of 2-room Flexi, 3-, 4-, and 5-room flats.

There are 2 caveats I want to say about this project, as a North dweller myself.

Firstly, Yishun is feeling less and less like a non-mature town. To me, it’s more “mature” than its neighbours Sembawang and Woodlands. One reason is it’s home to shopping mall giant Northpoint City, which is a big mall with 2 wings and many ways to get lost in it.

Secondly, if you look at the map, you’ll notice that the Chencharu Hills BTO site is located closer to Khatib MRT station than Yishun MRT station. That means that while the HDB town this BTO is parked in has many amenities, you’re not going to be located right in the heart of all that heartland hustle and bustle. 

The Chencharu Hills Yishun HDB BTO site this Jun 2024 is located very close to Sembawang Country Club. Further along you’ll find a range of (more affordable) sports and recreational facilities like HomeTeamNS Khatib, Yishun Sports Hall, Yishun Stadium, and Yishun Swimming Complex. Great for anyone who wants to keep an active lifestyle on a budget.

ThisChencharu Hills site in Yishun is a good option for families and seniors. Parents or parents-to-be will like the preschool built with the HDB flats and will enjoy the convenience of various schools nearby. Seniors can make use of the Senior Care Centre that’s also been planned as part of the BTO project. On top of that, there’s also a planned eating house, shops, and minimart that everyone will be able to make use of.

I can see various needs met at the Chencharu Hills BTO. For some downtime in the outdoors, you can walk over to Lower Seletar Reservoir Park via the Mandai Park Connector or head further up north to Sembawang Hot Springs Park (just don’t try cook an egg there—trust me, it never works). If retail therapy is what you need, head over to Northpoint City. And if you want cheap and good food, Chong Pang just further up Sembawang Road is the place to be.

The one thing this Chencharu Hills BTO doesn’t have going for it is connectivity. Khatib MRT station is a 20-minute bus ride away. You can probably walk over in 15-20 minutes, though that’s hard to say right now because footpaths haven’t been paved in the area yet.

The Tampines project Tampines GreenTopaz comes out on top for its good location, variety of amenities nearby, and relatively short waiting time of an estimated 37 months.

But (and this is going to sound like a cop-out answer) the truth is that the best BTO to apply for is the one that suits your specific needs. While we do have a rating system, I encourage you to think about what you prioritise for your new home. Are you lazy to walk to the MRT? Choose one that’s practically beside an MRT station. Gonna have kids? Perhaps opting for a BTO with many schools nearby is on your radar then.

9. When is the next HDB BTO sales exercise?

The next HDB BTO sales exercise is also going to be the last of the year, in Oct 2024. We’ll see some 8,500 flats in these towns:

  • Ang Mo Kio
  • Bedok
  • Bukit Batok
  • Geylang (including 260 Community Care Apartments)
  • Jurong West
  • Kallang/Whampoa
  • Pasir Ris
  • Sengkang
  • Woodlands

The Oct 2024 HDB BTO exercise is also going to the first of a few things. For starters, the new Standard-Plus-Prime flat classification system will kick in, replacing the mature vs non-mature model currently in use. The new system will sort projects based on their locational attributes.

HDB is also going to pilot a new White Flat layout at in Kallang/Whampoa town, starting with 310 units of 3-room and 4-room flats. These open-concept units will be built without partition walls, so you get a larger open space from the get-go without having to hack down walls. HDB has also said that the non-provision of these partition walls be also factor into their pricing. If you prefer the standard layout, you can also opt for that.
