- 5,032 BTO flats across 5 projects in Kallang/Whampoa, Queenstown, Yishun, and Woodlands
- 5,590 Sale of Balance flats—the largest SBF exercise to date
Among the 5 BTO projects, 3 are Standard (2 in Yishun and 1 in Woodlands), 1 is Plus (Queenstown), and 1 is Prime (Kallang/Whampoa). HDB also assures us that 80% of the BTO flats will be completed in 4 years or less. Can’t wait that long? 4 in 10 of the SBF flats are already built.

1. What’s on offer at the Feb 2025 BTO launch?
For the first BTO launch of 2025, we’re looking at 5 projects in 4 towns: Kallang/Whampoa, Queenstown, Yishun, and Woodlands.

There may be only 5 projects, but there are many factors to consider. To make sense of all that’s on offer, we’ll review the Feb 2025 BTO projects in terms of:
- Who it’s best for: Families with school-going kids, seniors, nature-lovers, and more.
- Location: Generally, we assume the more central the better. Most Singaporeans don’t like to live somewhere too ulu, and all of us need to go to town for catch-ups, work and more. We’ll also let you know which projects are Plus or Prime projects—these locations are choicier, but come with a 10-year minimum occupancy period (MOP) and stricter rental conditions.
- Amenities: We look at the nearest MRT station(s), nearby schools, shopping malls, markets and other amenities.
- Date of completion: The sooner it’s done, the better.
- Price: The lower the better.
- Resale value: The higher the better. We reference the transacted prices of resale flats nearby as reported by HDB.
- Additional resources: View the latest HDB resale statistics from Q4 2024 and check the resale flat prices for individual units sold within the past 2 years using HDB’s Resale Flat Prices service.
- Application rate: The lower the better—there’s no point in a great flat that you can’t even get because it’s so oversubscribed. The application rate is calculated by taking the number of applicants divided by the number of flats available. Simply, it reflects the number of applicants vying for 1 unit. If the application rate is 3, there are 3 applicants vying for 1 unit. For an estimate, we’ll report application rates of past BTO projects (within the last year).

One more thing…sun direction is also a factor you might want to consider. Look out for when HDB releases detailed site plans of each of the projects. East- and west-facing units will be at the sun’s mercy, while north- and south-facing flats will be the least affected by direct sunlight.

You can look forward to convenient amenities within the Yishun Feb 2025 BTO projects, with Chencharu Vines being more equipped:
- Chencharu Green: Playgrounds, fitness stations, preschool
- Chencharu Vines: Eating house, supermarket, shops, preschool, residents’ network centre within the project, children’s playgrounds, fitness corners, hardcourt
Location
Both Chencharu Green and Chencharu Vines are located along Bah Soon Pah Road, albeit on opposite sides. We’re reviewing them together because of their proximity, similar prices, and the fact that you apply for BTO by town and not by project anyway.
The nearest MRT to Chencharu Green and Chencharu Vines is Khatib MRT Station, which is a 15 minute walk away. Alternatively, you could walk towards Sembawang Road and take a 10 – 15 minute bus ride to Yishun MRT Station.
Nearby amenities
The closest shopping mall is Northpoint City, which I can safely say as a Northerner myself is the most happening mall in the ulu northern wilderness of the island. To get there, you’ll need to walk 15 minutes to Khatib MRT and take the MRT one stop, or walk to a bus stop along Sembawang Road and take a 10 – 15 minute bus ride. You’ll also find Yishun Public Library in the mall, plus a Golden Village cinema and Yishun Town Square beside it.
Nearer to your flat, there’s a good number of shops and food options at Khatib Central. You’ll also be within walking distance (still 10–15 minutes away though) to HomeTeamNS Khatib, which is home to one of the most affordable gym memberships in Singapore. For the nature-lovers out there who love your morning or evening strolls, HomeTeamNS Khatib is situated beside Mandai Park Connector, which will take you pretty close to Lower Seletar Reservoir Park for some waterfront views.
You won’t get the most sought after schools with the Yishun BTO projects this Feb 2025 sales exercise, but there are a few in the area. The nearest schools are Peiying Primary School and Naval Base Secondary School, which are in between your flat and Khatib MRT Station. Yishun Innova Junior College is located some ways further North, but note that this is a holding site anyway—no guarantees it’ll still be there in Q4 2028 when your flat is completed.
Prices and waiting time
Chencharu Vines and Chencharu Green have the shortest waiting times for this Feb 2025 BTO launch, at 37 and 38 months respectively and an estimated completion date of Q4 2028.
These projects are also the most affordable for this BTO round, starting from $324,000 for a 4-room flat in Chencharu Green and $316,000 for a 4-room flat in Chencharu Vines.

Woodlands North Verge is a large project, with a total of 1,563 units, comprising all flat types: 2-room Flexi, 3-room, 4-room, and 5-room flats. It’s also going to be a tall BTO project, with its 6 residential blocks standing at 27 to 35 storeys high.

Facilities at Woodlands North Verge will include eating houses, a supermarket, shops, a preschool, and a residents’ network centre. Additionally, it’ll be served by 2 Multi-Storey Car Parks with roof gardens, playgrounds, fitness stations, and a hard court.
Location and amenities
Woodlands North Verge is parked right next to Admiralty Park and is a short walk from Woodlands Waterfront Park, making it a good choice if you enjoy scenic views (and don’t want to fork out the money for the Tanjong Rhu project this launch—gulp).
The nearest MRT is Woodlands North MRT Station, which is on the Thomson-East Coast Line (a.k.a. the brown line) and will take you about 10 to 15 minutes to walk there. You’re one MRT stop away from Woodlands MRT Station, which gives you access to your nearest shopping centre, Causeway Point.
As with other Woodlands BTO projects, Woodlands North Verge is close to Woodlands Checkpoint. JB tripper addicts, this one’s for you! You can get to the Checkpoint in as little as 30 minutes by bus or 15 minutes by car.
If you’re a parent or planning to be one in the future, you’ll be pleased to know that there are a good number of schools in the area. Republic Polytechnic is the closest, with Qihua Primary School and Riverside Secondary School near it too. If proximity is a key factor, your kids will be covered from primary school till their tertiary education.
Prices and waiting time
Woodlands North Verge is set to be completed in Q3 2029, with an estimated waiting time of 47/48 months. As far as how soon the BTO project will be ready, it’s tied with the Tanjong Rhu Parc Front (Kallang/Whampoa) project—the only Prime project this launch—for second place.
If money is the main concern for you, Woodlands North Verge is a good choice. This project is the second most affordable in the Feb 2025 BTO launch, with 4-room units starting from $365,000 and going up to $528,000. You’re looking at good resale value too—resale prices of flats nearby ranging from $615,888 to $728,888.
Don’t forget that this project is a Standard one, meaning you can sell the flat after a minimum occupancy period of 5 years. Additionally, there’s no resale subsidy clawback that you need to hand over to HDB when you sell your flat. Any cash you make is yours to keep.

Stirling Horizon is set to be a towering BTO project—its 3 residential blocks will range from 35 to 47 storeys high. They’ll house a total of 1,126 units, across 3 flat types: 2-room, 3-room, and 4-room flats. The latter will comprise more than half of those units, with a total of 586 4-room units up for offer.

The project will include facilities such as playgrounds, fitness corners, a residents’ network centre, sky terrace, roof garden, and a 2-storey preschool with outdoor amenities. While it won’t have eating houses and a supermarket like some of the other Feb 2025 BTO projects, as we’ll discuss below, such amenities are a short walk away.
Location and amenities
Since this is a Plus project, it should come as no surprise that Stirling Horizon is in a great location. First, let’s talk about accessibility. It’s not only close to the CBD, but is also located close to an MRT station—Queenstown MRT Station. You can probably reach the MRT station in less than 10 minutes on foot.
Next, amenities. For recreation, you have Queenstown Swimming Complex & Stadium nearby and the Alexandra-Queensway Park Connector practically beside you. Satisfy your food cravings at Mei Ling Market and Food Centre a short walk away, or stroll on down to Queensway Shopping Centre or Anchorpoint Shopping Centre to satisfy the shopaholic in you instead. Aside from homes in Jurong and Tampines (of which there are no BTO projects this launch), Queentown’s Stirling Horizon is also one of the few BTO projects that will put you in a great spot to frequent IKEA. Whether you’re there for the furniture or meatballs, it’s a perk.
Nearby schools include New Town Primary School, Queenstown Primary School, Queensway Secondary School, and Queenstown Secondary School. If you head further afield closer to Buona Vista, you’ll also find Fairfield Methodist School (Primary and Secondary), Anglo-Chinese School (Independent), and Anglo-Chinese Junior College.
All in all, there’s nothing to dislike about Stirling Horizon’s location. Its cons lie in its prices and waiting time instead.
Prices and waiting time
4-room units in Stirling Horizon start from $554,000 and go up to $749,000. This isn’t too surprising given that it’s classified as a Plus project, but it’s a far cry from the $365,000 4-room units you can enjoy at Woodlands North Verge, a Standard Project.
On top of this marked jump in price, Stirling Horizon will also come with a longer MOP of 10 years. This means you have to stay there for at least 10 years before you can sell your flat. Once you do, you have to return HDB 8% of the resale or valuation price (whichever is higher). This constitutes the subsidy recovery that HDB enforces in consideration of the fact that they subsidise the cost of such “choicey” units.
That said, Queenstown flats are fetching very high resale prices these days. The transacted prices of resale flats near Stirling Horizon range from $891,000 to $1,050,000. Yup, if you purchase a unit at Stirling Horizon, you could transact one of those fabled $1 million flats in a couple of years time.
Can’t wait? Sorry, you’ll have to—Stirling Horizon is going to be the slowest BTO project this Feb 2025 launch. You can expect it to be completed in Q2 2030, with a waiting time of around 55 months.

The project will come with a 7-storey Multi-Storey Car Park, in which we can expect a preschool on the first floor. It’ll also house a roof garden, residents’ network centre, and various promised landscaping and communal spaces.
Location and amenities
As the only Prime project in this Feb 2025 BTO launch, Tanjong Rhu Parc Front boasts scenic views and a convenient, central location. It’s practically opposite Singapore Sports Hub and close to the Singapore Indoor Stadium, so you can head down to the river’s edge and enjoy to “free” “seats” whenever there are concerts there (remember when everyone did that for Taylor Swift’s Eras Tour?)
Tanjong Rhu Parc Front is just a 15 minute drive from the CBD, or half an hour if you take public transport. Although it’s closer to the CBD than Queenstown’s Stirling Horizon in absolute terms, you do lose out on amenities. Unlike Stirling Horizon, Tanjong Rhu Parc Front doesn’t yet have as much by way of food centres, shop houses and the like in its immediate vicinity. There is Old Airport Road Food Centre, but it’s a 20 minute walk away if you don’t have a car to zip over in 5 minutes. In fact, even your nearest shopping centre is…iffy. Leisure Park Kallang? Kallang Wave Mall? You might be better off heading straight to town.
Prices and waiting time
Tanjong Rhu Parc Front’s estimated completion date is Q3 2029, with an estimated waiting time of 48 months. Among the Feb 2025 BTO projects, it’s faster than Stirling Horizon at Queenstown, but slower than Yishun’s Chencharu Green and Chencharu Vines.
Prices start from $548,000 for a 4-room unit, and go up to $727,000. Interestingly, these figures are slightly lower than those for Stirling Horizon, which is a Plus project. You’re looking at sky high resale prices of $960,000 – $1,050,000 based on the transacted prices of resale flats nearby.
But don’t celebrate yet—because Tanjong Rhu Parc Front is a Prime project, its subsidy clawback is 9%. That means 9% of the resale or valuation price will need to be returned to HDB when you sell the flat. Speaking of which, the project’s Prime classification means its MOP is 10 years. You’ll need to hold on to the flat for a full decade before you can sell it. In the meantime, it’s also subject to stricter rental conditions.
6. What are the differences between Standard, Plus, and Prime flats?
The Feb 2025 BTO sales exercise is the second BTO launch to employ the new flat classification system (the first being the Oct 2024 BTO launch). Bye bye non-mature, mature, and Prime Location Housing Model flats—instead, we have Standard, Plus, and Prime ones. Here’s a summary.

If you plan on renting out your flat in its entirety, you must get a Standard flat. Similarly, if you plan on selling your flat after just 5 years, you have to get a Standard flat for the 5-year MOP.
Otherwise, feel free to choose the Plus and Prime flats for their choicier locations. Just be aware of the restrictions and remember that HDB will claw back 6 – 9% of the flat’s resale or valuation price, whichever is higher.
7. HDB BTO Feb 2025 Review: Which is the best Feb 2025 BTO?
The Feb 2025 BTO launch has plenty of great projects. Which is the best? It depends on what you prioritise. Although we have a rating system, I don’t recommend you focus too much on the numbers. Instead, ask yourself what’s important to you: proximity to the CBD? A low price? A short waiting time?
Here’s a quick round-up of the Feb 2025 BTO projects to get you started:
- Closest to city centre: Tanjong Rhu Parc Front, Stirling Horizon
- Most affordable: Chencharu Green, Chencharu Vines, Woodlands North Verge
- Closest to MRT: Tanjong Rhu Parc Front, Stirling Horizon
- Best for JB-trippers: Woodlands North Verge
- Most number of schools nearby: Chencharu Green, Chencharu Vines, Woodlands North Verge
- Shortest waiting time: Chencharu Green, Chencharu Vines (37 or 38 months)
- Biggest units (5-room): Chencharu Green, Chencharu Vines, Woodlands North Verge
8. PSA: You choose the town, not the project.
The Feb 2025 BTO launch is offering 2 projects in Yishun: Chencharu Green and Chencharu Vines. The latter might be more attractive to you as it offers a wider selection of flat types and will come with amenities like an eating house and supermarket in the development itself.
However, when you apply for a BTO flat, you apply for the town (Yishun) not the project (Chencharu Vines). There is no way to specifically apply for only 1 project when 2 are offered within the same town in the same sales exercise.
If everyone before you in the queue has the same preference for Chencharu Vines, you might be left with only the units in Chencharu Green by the time you get to your turn.
Can you just not book a flat in Chencharu Green then? Sure—if you’re okay with losing your first-timer priority for a whole year. You’ll be considered second-timers, making it much harder to get a flat.
It doesn’t end there. If you’re classified as a second timer and again don’t book a flat, you’ll be barred from applying for a flat for a full year.
9. Can you apply for BTO and SBF at the same time?
No. When a sales launch has both BTO and SBF flats on offer, you have to choose either the BTO or SBF exercises. In either case, you can only submit 1 application for 1 town and 1 flat type.
