How to Pay Rent, School Fees and Insurance Premiums With a Credit Card—Citi PayAll Explained

If you’re the one who usually jumps to get the bill for your group or use your card for all purchases just to earn more cashback or miles, this article is for you. 

Most of your everyday spending from groceries to public transport can be counted towards your cashback or miles accumulation. 

However, there are just some types of purchases that cannot be paid directly by credit card, such as rent, school fees, insurance premiums, and condo management fees. 

That’s where Citibank’s Citi PayAll comes in. The service lets eligible Citi cardholders use their credit card to make certain payments even when the recipient does not normally accept credit cards. In exchange for a service fee, you can earn the base rewards attached to your Citi credit card on eligible PayAll transactions.

1. What is Citi PayAll?

Citi PayAll is a payment service that lets Citi cardholders charge certain major expenses to an eligible Citi credit card, even for purchases where cards are typically not accepted. 

Instead of paying directly to a merchant, Citi PayAll facilitates the payment. You provide the recipient's bank account details, and the funds are transferred to the recipient's local bank account.

This means the recipient does not need to accept credit cards or be a Citibank customer.

Citi PayAll can be used for categories including rent, rental deposits, education fees, insurance premiums, condominium management fees, utilities, taxes and various goods and services.

It’s not like simply tapping or entering your card details at a merchant. You are setting up a payment through Citi PayAll, rather than making a conventional card transaction with the recipient, who may not have a credit card facility.

2. How Citi PayAll works

Setting up Citi PayAll can be easily done on the Citi mobile app. 

  1. Log in to the Citi Mobile app and select Citi PayAll under Payments.
  2. Select the payment category and choose whether it is a one-time or recurring payment.
  3. Enter the payment amount, payment date, preferred Citi credit card, service fee option and recipient details.
  4. Review and confirm the payment details.
  5. Citi PayAll processes the payment and transfers the funds to the recipient's local bank account.

You can schedule one-time payments or recurring monthly payments for up to 24 months. Payments typically take four business days to be processed.

3. Citi PayAll fees, eligibility and things to watch out for

Citi PayAll is available only to eligible Citi credit cards. The cards currently listed as eligible include: 

  • Citi ULTIMA Card (by invitation only) 
  • Citi Prestige Card
  • Citi PremierMiles Card
  • Citi Rewards Card
  • Citi Cash Back+ Card
  • Citi Cash Back Card

There are 2 payment options: a service-fee option, which allows you to earn your card's base rewards, or a zero-service-fee option, which does not earn miles, points, cashback or other rewards.

If you’re keen on earning miles and points on your expenses that typically do not qualify for credit card payment, you’ll have to pay this service fee. 

Citi PayAll’s current service fee is 2.6% of your payment. So if you’re paying $100 for your insurance premium, you have to add $2.60 in service fee 

One important point is that Citi PayAll payments are subject to payment-category and transaction limits. The current maximum is 95% of your permanent credit limit, with separate monthly limits applying to certain categories.

It is also important to check which payment categories qualify before setting up a transaction. Citi PayAll supports a wide range of categories, but there are also payments that should not be made through the service, including loan or debt repayments such as mortgages, credit card payments and loans, as well as cryptocurrency, gambling and casino-related transactions.

Citi PayAll promotion: 0.3% or 0.6% cashback rebate

From now till 31 December 2026, Citi PayAll is offering a 0.3% or 0.6% cash back on all qualifying spend. 

The 0.3% cash rebate is for all eligible cardmembers, while 0.6% are for only Citi Ultima and Citi Prestige cardmembers, with a minimum qualifying spend of $6,000 (capped at $150,000). Most of us fall under the 0.3% cash rebate, so here’s an example:

To be eligible, make sure you set up your Citi PayAll to be charged no later than 7 January 2027. The cash rebate will then be credited to your credit card within 10 weeks from when the promotion period ends.

4. Paying rent, school fees and other bills with Citi PayAll

Rent is one of the most obvious uses for Citi PayAll because landlords and property agents do not necessarily accept credit cards.

With Citi PayAll, you can set up a rent payment and have the money transferred to the recipient's local bank account. The landlord or agent therefore does not need a card terminal or a credit card payment facility.

For tenants, the main attraction is the potential to earn miles, points or cashback on a large recurring expense that might otherwise earn no card rewards.

For example, if your rent is S$2,500 a month, putting it through Citi PayAll could turn a regular monthly expense into an opportunity to earn rewards, provided you choose the service-fee payment option and your card is eligible.

The catch is that the service fee reduces the value of those rewards. Whether it makes sense depends on how much you value the miles, points or cashback you earn compared with the fee you pay.

Citi PayAll also allows recurring payments to be scheduled, so you can arrange your rent payments in advance rather than setting them up manually every month.

Citi PayAll can also be used for education-related expenses, including school fees, enrichment fees, tuition fees and course fees.

This can be useful for parents or students who have large education payments but cannot pay the institution directly with a credit card.

For education payments in particular, Citi PayAll currently allows transactions of up to $100,000 per month, subject to your permanent credit limit and the applicable PayAll limits. Insurance premiums have a monthly category limit of $200,000, while most other categories have a monthly limit of $30,000 per category.

5. Do Citi PayAll payments earn miles and points?

Yes—when you select the service-fee payment option, eligible Citi PayAll payments earn rewards at the base earn rate of the Citi credit card used.

This makes the service-fee option particularly relevant to people who are using Citi PayAll specifically to earn credit card rewards on large bills.

However, earning rewards does not automatically mean you are better off financially. You need to compare the value of the miles, points or cashback earned with the PayAll service fee.

The amount of miles you earn depends on the miles earn rate of your respective credit card.

Assuming your PayAll transaction costs $1,000, here’s the miles earned and cost per mile:

At a 2.6% service fee, a S$1,000 Citi PayAll transaction costs S$26 in fees. 

On a Citi PremierMiles card earning 1.2 miles per dollar, that S$1,000 transaction earns 1,200 miles, putting the cost of each mile at about 2.17 cents. 

On a Citi Rewards card earning 0.4 miles per dollar, the same S$26 fee earns just 400 miles, or 6.5 cents per mile.


6. Is Citi PayAll worth it?

Citi PayAll can be useful if you have large expenses that normally cannot be paid by credit card and you want to earn rewards on them.
